Depends. Native if you need extreme performance, hardware access (GPS, camera, sensors) or store presence. Web app/PWA if you need an app-like experience without store constraints, with lower costs and a single codebase.

Does it work offline?
Yes if needed. Native apps inherit it. For PWAs we use service workers, strategic caching and deferred sync when connectivity returns.
